Starting July 1, 2026, the Illinois Department of Early Childhood will officially become the lead agency for Child Care Licensing, Head Start State Collaboration Office Grant, Home Visiting, Early Intervention and the Child Care Assistance Program, Early Childhood Block Grant, and a range of other early childhood support to families, providers and educators.

An Update on HB 2190

IDEC Agency News – Monday, August 3, 2026

HB 2190 was signed by the Governor on July 24, 2026. The law does not take effect until January 1, 2027. The intent of the legislation is to ensure there is adequate capacity of CPR trained staff at child care centers to address any potential emergency or health concern. IDEC has been working with the sponsor to clarify that this requirement only applies to child care center settings.  IDEC is working with the sponsor to correct the language before it goes into effect.
