Starting July 1, 2026, the Illinois Department of Early Childhood will officially become the lead agency for Child Care Licensing, Head Start State Collaboration Office Grant, Home Visiting, Early Intervention and the Child Care Assistance Program, Early Childhood Block Grant, and a range of other early childhood support to families, providers and educators.”

Transition Advisory Committee

The state has established the Early Childhood and Care Transition Advisory Committee (TAC), comprised of parents, providers, advocates, and experts with diverse perspectives from across the state, to serve as an external advisory committee as the state moves toward a single early childhood agency. 

The TAC gathers stakeholder input in preparation for the transition, with a particular emphasis on understanding what families need from a comprehensive early childhood system for Illinois children.

The TAC will work with the State’s Early Childhood Transition Director Ann Whalen to release a report by December 31, 2025.
