Starting July 1, 2026, the Illinois Department of Early Childhood will officially become the lead agency for Child Care Licensing, Head Start State Collaboration Office Grant, Home Visiting, Early Intervention and the Child Care Assistance Program, Early Childhood Block Grant, and a range of other early childhood support to families, providers and educators.

ELC Executive Committee

​​​The Early Learning Council Executive Committee maximizes the ability to capture current and future federal funds for services and infrastructure. It holds and advances a comprehensive vision for early childhood systems, including quality, access, and integration and alignment. The Executive Committee also connects and leverages priorities of other bodies whose focus includes early childhood and education.​​
